How did the McKinney-Vento Act come about?

The McKinney-Vento Homeless Assistance Act was enacted in 1987 in response to the growing issue of homelessness in the United States. It was the first significant federal legislative response to address homelessness, providing federal funding for shelter programs, social services, and education for homeless individuals and families. The Act was named after its sponsors, Representative Stewart B. McKinney and Senator Bruce Vento, who were both committed to addressing homelessness.
